We suggest that you first read the publication,

in the right place and you need assistance with a utility problem,
contact the PSC. If you want to file an on-line complaint, you can do that
through our on-line complaint form. Once we
receive your submission, our Consumer Assistance Bureau will contact the utility
company on your behalf.
