The Office of Inspector General (OIG) is statutorily established to provide a "central point for coordination of and responsibility for activities that promote accountability, integrity, and efficiency in government" and is responsible for conducting audits, investigations, and other accountability activities.


The mission of the Office of Inspector General (OIG) is to assist the Commission in achieving its mission and goals by promoting accountability, integrity, and process improvement.

The OIG accomplishes its mission by conducting internal audit services; performing other accountability activities; and investigating allegations of fraud, waste, abuse, and misconduct, relating to the operations of the Commission.

Internal Audit

Internal auditing is an independent, objective assurance and consulting activity designed to add value and improve an organization’s operations. It helps an organization accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance processes.

The Mission of Internal Audit is to enhance and protect organizational value by providing risk-based and objective assurance, advice, and insight.

Section 20.055, Florida Statutes, provides the authority for internal audit activities and provides that:

  • The inspector general shall review and evaluate internal controls necessary to ensure the fiscal accountability of the Commission.

  • Audits shall be conducted in accordance with the current International Standards for the Professional Practice of Internal Auditing as published by the Institute of Internal Auditors, Inc., or where appropriate, in accordance with generally accepted governmental auditing standards.

  • The inspector general and staff shall have access to any records, data, and other information of the Commission he or she deems necessary to carry out his or her duties, and may also request such information or assistance from the Commission or from any federal, state, or local government entity.

  • At the conclusion of each audit, the inspector general shall issue a report of preliminary findings and recommendations to the person responsible for supervision of the program or unit, who shall respond to any adverse findings within 20 working days.

  • The results of audits and reviews shall be submitted to the Chairman and the Auditor General.

  • The inspector general shall monitor the implementation of the Commission’s response to any report issued by the Auditor General or the Office of Program Policy Analysis and Government Accountability.


The Office of Inspector General investigates matters of alleged fraud, waste, abuse, and misconduct which are internal to Public Service Commission operations.

Section 20.055, Florida Statutes, provides the authority for investigative activities and provides that:

  • The inspector general shall initiate, conduct, supervise, and coordinate investigations designed to detect, deter, prevent, and eradicate fraud, waste, mismanagement, misconduct, and other abuses in state government.

  • Receive complaints and coordinate all activities of the agency.

  • Conduct, supervise, or coordinate inquiries, investigations, or reviews.

  • Report expeditiously to law enforcement when the inspector general has reasonable grounds to believe there has been a violation of criminal law.

  • Conduct investigations and inquiries free of actual or perceived impairment to the independence of the inspector general or the inspector general’s office.

  • Submit final reports on investigations conducted by the inspector general to the Chairman.
