 Case Background

On July 1, 2026, Peoples Gas System, Inc. (Peoples) filed a petition to implement its 2027 Subsequent Year Adjustment (SYA) pursuant to its 2025 rate case Settlement Agreement (settlement). The Commission previously approved the settlement in Order No. PSC-2025-0413-S-GU (2025 Order).[1] The SYA provisions of the settlement and 2025 Order provide for an increase in base rates and charges to reflect the 2027 SYA amount of $25 million, effective with the first billing cycle of January 2027.[2] In this petition, Peoples’ proposed tariffs implement the $25 million SYA using the cost recovery revenue allocation of the settlement and the billing determinants for 2027 that the company will use to develop its cost recovery clause and rider factors.[3]

This recommendation is to suspend the proposed tariffs. The Commission has jurisdiction over this matter pursuant to Sections 366.03, 366.04, 366.05, and 366.06, Florida Statutes (F.S.).


Discussion of Issues

Issue 1: 

 Should Peoples Gas System, Inc.'s tariffs implementing the 2027 Subsequent Year Adjustment be suspended?

Recommendation: 

 Yes. Staff recommends that the proposed tariffs be suspended to allow staff sufficient time to review the petition and gather all pertinent information in order to present the Commission with an informed recommendation on the tariff proposals. (Nguyen)

 Staff recommends that the proposed tariffs be suspended to allow staff sufficient time to review the petition and gather all pertinent information in order to present the Commission with an informed recommendation on the tariff proposals.

Pursuant to Section 366.06(3), F.S., the Commission may withhold consent to the operation of all or any portion of a new rate schedule, delivering to the utility requesting such a change, a reason, or written statement of good cause for doing so within 60 days. Staff believes that the reason stated above is a good cause consistent with the requirement of Section 366.06(3), F.S.
